It's the little toobar that pops up over an image in IE6, that allows you to save to disk, email or print an image direct from a web page.
I'm not sure if there is another name for it.

oh yeah, and if the image is to big it sizes it down to fit the screen, arg that angers me :) I have no idea how to get rid of that. I'll send an email and see what the guys at techtv think :)..

Both the resize image, and the toolbar, can be turned off by the user using the option in tools - internet options- advanced.
Not sure if the resize can be set off by a website as above though.
