My forum is lacking members how and what be best way to advertise.

By just adding more and more content, and wait for google, and other search engines to index them all over time.

It's the only real way to built a site up. It doesn't really matter how many link-backs you have to your site, if there is not the content there to make people want to reply and join. Without it, people will visit your site from other sites, see nothing much there, and leave.
