I was thinking about buying your software for that it's the best kind out there. But, one thing is drawing me back. I'm not very technical and do not know many programming things on a computer so I was wondering what I must have before I get vB and where I can get them so I won't have to buy, get mad, and then waste money on something I cannot use.
So, can someone help me in finding what I need before I get the community?

You need a webhost that meets the vbulletin requirements (http://www.vbulletin.com/forum/showthread.php?t=181384) such as:
Hostgator
Godaddy
etc.
You will also need a domain which can be registered from
godaddy
123-reg
or any other domain name providers, this can be purchased thru your host along with your hosting but it's recommended to be purchased from another provider in case you want to move to a different webhost.

I think I found a service. It comes with hosting and a domain name for vB, IPB, and other forum softwares. It's called Ultimate Forum Hosting. Can anyone tell me if that is going to work with vB?

Because they've disabled some of the PHP functions, which means that some features used within vBulletin may not work.
That used to be the case anyway, I'm not sure if it still is. But I'm sure someone will clarify either way.
