Consultants or Techs that specialize in VB enhancements ?

What I mean are IT types that specialize in adding banner ad code, knowing which ad rotation software would be best bang for buck for our situation, cosmetic enhancements, search engine optimization...that sort of thing. Plenty of web services that can do this but might be preferable to have someone who knows VB like the back of their hand. What say ye ?
