Both

forum_rules_registration

and

forum_rules_description

shows when a user is about to register. Is this supposed to be or is there a manual setting for this?

forum_rules_registration contains the following:

forum_rules_description contains this:

the author, and neither the owners of {2}, nor Jelsoft Enterprises Ltd. (developers of vBulletin)
will be held responsible for the content of any message.</p>

Both those phrases contain these different bits of data, though they both appear on the registration page. But yeah, its supposed to be like that.

I found this thread about forum_rules_registration and forum_rules_description but I can't find the actual files (or admin location). Can someone help figure out how to modify them? (Running vB 3.8)

Those are not files, they are phrases. All language is in Phrases.

Admin CP -> Languages & Phrases -> Search in Phrases

Note: To edit a phrase, place the new phrase in the available language text boxes.
