Profile Privacy Options Broken?

I set all these new options to Everyone (except contact info), and yet what's the point if it seems like vBulletin.com profiles are still member only viewable?

Why can you set visitor messages, albums, etc as guest viewable if the profiles themselves are only member viewable?

I believe it only allows you to further customize what the administrator has allowed.

If the administrator has disabled it for certain groups, could it be removed from the list?
