How to ban by ip address?

I have banned a user and they keep creating new acounts. I banned them by user name. Can anyone tell me how to ban thier ip address from my forum? Thanks

Note that banning an IP address is not effective unless they have a static IP. Additionally, they could use proxies to use random IPs.
