Primary Usergroup = Moderators???

I changed a member's Primary Usergroup to Moderators in the usergroup options, but he doesn't show up under Show All Moderators.

what does this mean?

The moderator usergroup is just that, a usergroup. If you want him to be a moderator of all forums, put him in the supermoderator usergroup. Alterntively if you only want him to be a moderator of one forum assign him as one via AdminCP > Forums & Moderators > Forum Manager > From the far drop down Add Moderator
