Should I buy vBulletin before I finish my site?

Or should I wait until it's finished, and try and impliment it over?


Like, should i purchase/download Vbulletin and create the default forum of my members/boards/categories - then put it on my site, or Put it on my site, and work around it?

This is how I do it.

I get everything I need for my site, then I design it, including the forums, and then I go live.
