Is there any services where we pay a fixed/membership fee and get the license to use vbulletin styles/templates on unlimited sites?

Each instance of vBulletin requires a separate license. For multiple instances of vBulletin you require multiple licenses.

For commercial modifications and styles you will need to ask the appropriate parties at their relevant sites regarding their licensing.
