There is no built in method to do so; you will need to muck with the database directly if you would like to do this. Please note that editing the database is EXTREMELY dangerous, if you mess up something, you could potentially cause irreversable damage to your forum, as such, be sure to close your forum down first, make a full backup, do your manual edits, verify everything is working, and then turn it back on after you're sure everything is proper.
The filed you would want to edit is usertextfield's "ignorelist", and it should take a list of user id (numeric value associated with the user, not the username string), separated by ",". IE: 1,2,3,4,5
If your intention of editing this is to add one person to everyone's ignore list; you would be happy to know that there is a built in option to make everyone ignore someone automatically via Admin CP. You can do this in Admin CP > vBulletin Options > User Banning Options > Tachy Goes to Coventry. Please read the description carefully before entering any values, though, because if you enter something invalid, it is known to throw nasty "database encountered an error" message.

Ha! I have often wondered this too..
It would be a great feature to apply to two warring indeviduals to make sure they avoided each other - but could have their posts be seen by the rest of the community..

Im looking to do this as well. I have two good members, but they will never get along. Any mods out there?

I wish this functionality existed as well.

There is a mod on vb.org where an admin can log in -as- a user. It would be easier to do that and edit the ignore list from there than mess around with the DB I think.
