If you are using vBulletin's internal GZIP compression already, you do not need to use mod_deflate.
If you need it though, see here (http://www.howtoforge.com/apache2_mod_deflate).

I read this But I dont know How can I enable it
1 Enable mod_deflate
If you have Apache2 installed, mod_deflate should also already be installed on your system. Now we have to enable it. On Debian, we can do it like this:
a2enmod deflate
Where I must enter this command to enable?

Firstly, have you checked if you are using vBulletin's internal GZIP compression?

I run GZIP level 1 in vbulletin
Is it enough?
Do it have any Efficacy for search engin index? good or bad or not?
which one is better ; Installing mod_deflate or run it from vbulletin?

vb admincp gzip on compresses vB files, so non-vb files won't get compressed
vs
mod_deflate compresses all files vB + non-vB so it will have a greater impact on reducing page loading times across all sites and hosted files on server not just for vB
i'd choose mod_deflate and disable vB admincp gzip :)
