A License Question

If I buy the 1 year license, then decide I want to buy the permanant license at the end of that year, do I have to pay the full price or is there a different option for those going from one to the other?

You'll have to pay full price. There is a 60 day window on the initial purchase to upgrade to an owned license for an additional 100 USD, after that it is full price.
