If I have cpanel on my server

and on a server that I want to transfer to, can I just backup the whole thing and then restore a full backup, change the config file and have completely transferred board?

Assuming that your domain is the same, and cPanel backups properly, yes.

The domain should be setup for your new server's cpanel account already via WHM.

If your domain is going to change (IE: http://oldserver.com/forum to http://newserver.com/forum ), then be sure to update it in Admin CP > vBulletin Options > Site Name / URL / Contact Details, as well as Admin CP > vBulletin Options > Cookies and HTTP Header Options BEFORE you make the move, or else you will not be able to login on the new site.
