Yes please. Which setting in the AdminCP allows for the Thread tools & search block within the Showthread? Also - is this setting contingent on the users' browser?

Its only shown like that when if you have disabled vBMenu popups or if the browser does not support Javascript.
Either you can disable the vBMenu popups throughout the forum from vBulletin options ->Style & Language Settings -> Use 'vBMenu' DHTML Popup Menus?, or you can edit the SHOWTHREAD template if you want to use the vBMenu popups in other sections of the forums.
