You can do this in the Admin CP and any time.

You can get a leased license which you pay once per year or an owned license which you own but have to pay a small fee each year [b]if[b] you want upgrades.

There are quite a few good hosts. I have had good experiences with:

Depends on your payment method and how much time you are spending on setup, skins and mods.

I had a fairy large site up in a day.
