How can Users Change Themes?

I have several themes on my forum but I can't figure out how to add the option where members can choose a different skin. It's just default. I know how to change skins per usergroup but what if the member wanted to choose there own?

Admincp => Vbulletin Options => Theme & Language Options => Users can choose theme = yes

After that at the end of the page users can change their own theme on left.

Once that option is set they can choose a permanent theme in their User CP under Edit Option, or a temporary theme using the drop down in the footer.
