Notice on main page

I would like to add an additional notice (like below where the welcome new users message is) to add more information. I would like to also keep this notice for registered users as well and only the welcome new user notice go away when someone is registered...any advice?

In case all that doesn't make sense, www.talkCandE.com (http://www.talkCandE.com) .. I would like to add another box just like the "Welcome to TalkCandE.com Forums." box right below it and above the frist set of forums "Welcome to TalkCandE.com (http://www.talkcande.com//forumdisplay.php?f=1)".

Have you tried the Notices system? If that doesn't work for you, you could edit the forumhome template and directly add more html to do what you need.
