[fixed] problem with moderator control panel

We have forums on our board that are for site admins ONLY...through the moderator control panel, it is possible for moderators (with moderator only privledges) to move threads out of this PRIVATE forum into a public one. These same moderator permissions prevent them from seeing the private forums on the forum homepage. What is the deal here? is there a way to fix this?
