"Can Download Attachments" allowing downloads when set to NO

I've created a post with a .TXT file attached.

I created a forum permission for Unregistered / Not Logged In as Can Download Attachments = NO

I logged off, and then went into the post I created.

I can see and download the .TXT file attachment.
I want "not logged in" users to NOT be able to do this.

Please advise.
