Views number updating incorrectly - How can I change this?

It appears that multiple views by the same person/IP is getting logged as a new view. I may be looking over something, but I am not able to find any settings for this. Can some one point me in the right direction please?

A view is a view. Regardless of who views it, thier ip address, or them being logged in or not. To change this would require modifications to the code.
