Problem with Ban Users

Hi,

I used vBulletin 3.6.8 until 1 month ago and moderators can ban users from modcp but after I upgraded to version 3.7.0 moderators can not ban users from modcp, in actually there isn't any way to ban users from modcp (the Modcp -> Users -> Ban User is invisible in modcp!).
Also in Admin CP -> Forums & Moderators -> Show All Moderators the edit link for permission of moderators is invisible but for Super Moderators and Administrators is visible, while when I use the below link for direct access to edit permission page for a moderator I will see the edit page and the Can Ban User? permission is set to Yes for him but there is no affect!

What does happend? And how can fix this problem?

Have you set the permissions from the moderator user group?

No, I set permissions for each moderator as separate of them.
