Spam question

Hello,
We're being spammed daily from a range of IP addresses:

59.60.116.129
59.60.112.232
59.60.115.230


It is the same person, as they have been using nearly the same account names. Would the best approach be to ban the IPs with wild cards?

I will not suggest to ban IP addresses. Find another way to prevent spam. Banning of IP addresses is the worst way actually:)
