I just added a asst Admin..

is there away where i can have her upload smilies and avatars.

i have this marked to yes Can Administer Avatars / Icons / Smilies

and i have it where she edit forums and users but once you log into the admin its very limited.. how can i have where she has most of the stuff as i do?

You can adjust her permissions under Usergroups -> Administrator Permissions. Checking all the options will give her the same permissions that you have.
