when i ban a user, does it also ban their IP address??? how do i ban an ip address?

Also while i am on the topic, any quick tips to fight spammers?

No it doesn't.
To ban IP addresses, go here:
vBulletin Options > User Banning Options > Banned IP addresses

The main problem is IP bans are pretty much useless in large numbers of cases. Lots of ISP's use dynamic pools or allow them to reset the ip so it is pointless tbh. Unless you want to ban the pool which will ban others too.
