Prevent Shouting don't work?

Hi all,
i've imposted to '3' letters for the prevention of the shouting, but if i try to send a post 'SHOUTING' the board allow me to do this.

How can i do for block the 'SHOUTING' in the posts?

If a user puts in some non-capital letters in the post, then this doesn't work.
