User cannot post nor PM system

I would like to know how can I solve this issue, had it before in the past and I have forgotten how to fix it. I have checked the Moderate Users and it is not that conflicting the problem. It worked a few weeks ago now, the user cannot create threads/post nor the PM System.

Find that user in your Admin CP. What is their primary usergroup? Check the permissions for that group:

Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup
