Had a question come up on our forums about purchasing vB.
Is there a certain age you have to be to purchase vBulletin? Without a parental consent?

The only thing I can think of is the COPPA law. If you have a credit/debit card or PayPal you should be allowed to do it. It is always best to ask a Parent/Guardian first though.

We have a user that is 13, and this got brought up. He's also from the UK so I'm not sure how it would work

If you have a 13 year old on your forum, this is OK. As COPPA is from 13+
As for purchasing vB, you could probably be 3 years old and if you had the money and knew how to, with permission you can buy it.

So that's a no then.
Without consent I guess the question becomes how old you need to be to do commerce over the intermet. Several countries has laws governing this, I am not sure about the US.

Paypal and most credit cards require you to be 18 to open an account. Technically if you open a Paypal account before your 18, then you could be prosecuted for fraud when caught.
However there are "Student Cards" available where the parent can get a refillable debit card for their children as young as 13. They are accepted whereever the sponsor (Visa or Mastercard) are sold. Parents can have addon cards to their actual credit accounts in their children's names. Some programs go as low as age 13. I don't know of any limits on Internet Spending especially since iTunes and other online music stores are doing several billion dollars a year in commerce here in the United States. My children have purchased about $300.00 in iTunes combined over the last couple of years.
Teens can purchase refillable debit cards from stores that can be used online and there are no age requirements on them because they aren't credit cards. I don't think there is a minimum age to open a savings account but you need to be 13 to get a debit card on it or have your parent get one and let you use it. Checking accounts require that you are 18 or have a co-signer here.
My son has a refillable debit card with the Visa logo that I fund for him. He has had it since he was 14 (over 2 years now). I will be getting my daughter one this summer when she turns 13. However, I receive a monthly summary of everything that is bought with the cards.
As far as vBulletin purchasing goes, we do not have an age limit as far as I am aware of. I know some people received their first license when they were 10 or 11 years old.
