Closed threads and the moderators

The moderators of my forum can comment on closed threads.
Even I as the admin can't post a comment on a thread that I closed!
Where is the setting to turn this off?

EDIT: Okay, I found out that the moderators see the closed button.
But they (and I) can still quote a post and therefore are able to post a reply.
If you ask me, this is a bug in the script.

But I want to allow my moderators to open/close threads.
I just find it weird that they can close a thread but then use the quickreply to still post comments.
