please fast help - sending emails

hi, my account was suspended for sending out 2000 emails to my members, my site has been down all bloody night.

i was speaking with support and they say i need to said a limit of 250 emails an hour,

my question is: how can i limit sending emails 250 an hours.

i go to Email Manager>>Email to send at once: 250 but yet it still sends out to all my members?

whats the go please? can i limit?

my host said if i mass email again my account will be suspended for good.
why allow vbulletin hosting but you cant mass email, its bull****.

That sounds like a pretty bad host frankly.
