Where do you change the font size for notifications?

Which notifications exactly? Can you post a URL or picture showing the spot you are talking about?

It's the new feature of 3.7 - "Notices", not notifications.

In the default style that font size comes from this class:

Admin CP -> Styles & Templates -> Style Manager -> Main CSS (in the menu) -> <td>, <th>, <p>, <li>
