Proxing / Gatewaing links from forum?

Can somebody tell me what product/code modification i need to proxy / gateway all my outgoing links(i.e. http://not_my_site.com) with prefix like: http://my_forum.com/go/?url=http://not_my_site.com ?

Try www.vBulletin.org, as most do not deal with third party script code here.
