Before I upgrade my forum to 3.7, I am running it in a test environment to see and make sure things work ok. Noticing a new problems as I go through it...
For the new Human Verification System, I dont have the drop-down menu that is shown here:

And where do users go to customize their profile?
Also, the image verification is showing colors in the box, but no font is being displayed?

Try uploading original vBulletin version 3.7.0 Patch Lavel 2 non-image files in ASCII mode (except install.php) to overwrite those on server
You can just try this to see if you have any files that do not belong or have not been overwritten from an upgrade.
Admin Control Panel > Maintenance > Diagnostics > Suspect File Versions
[Note: In some cases you may also need to remove any of the listed .xml files in the includes/xml directory.]
To disable the plugin/hook system completely without accessing the Admin CP options, you need to edit includes/config.php and add the following code after <?php in the next empty line:
define('DISABLE_HOOKS', true);
If you have not enable profile customization, so here is how.
Admin CP > vBulletin Options > vBulletin Options > User Profile Options > Enabled User Profile Features > Profile Styling
Admin CP > Usergroups > Usergroup Manager > Edit Usergroup > Profile Styling Permissions
profile.php?do=customize
Download script below and enter information into script, this will tell
