I have done upgrades since 3.5.1 with no problems. Now I have upgraded form 3.6.10 and I did follow the steps carefully each time.
I am with my forum in hold. Please help.
I started the upgrade and at "This script will update your vBulletin installation to version 3.7.0 Beta 5"
when I pressed next I got the following:
Please help me as as possible. I don't know what to do.

I have tried to do the upgrade again starting the installation precess and it jumps directly to ""This script will update your vBulletin installation to version 3.7.0 Beta 5" and when I press next, it is the same error.
I have triple checked the configp.php to contain the same info as the prior file, it all matches.
All uploads have been with no problem, no error, using CuteFTP, the same as I did many time before.

Did you guys backup your db and root first? If so reset everything and start over.
Did you delete the install/install.php file first before running the upgrade? Everything went smoothly for me and I upgraded through every level from 3.6.8

If you have this plugin installed "Moderation Queue on FORUMHOME (http://www.vbulletin.org/forum/showthread.php?t=120150)", you will get this error. You need to disable the product.
