Am I able to design my layout in Dreamweaver (so I know what it will look like) and then put it VB? Reason I ask is because the code the styling in VB uses looks like CSS within php and wasn’t sure if I could or not. I would like to design my header, background (sides) and footer.

You can code it using dreamweaver but you would then need to transfer it over to vBulletin templates. The CSS would need to be added into the CSS area, HTML into the templates, etc.
PHP variables are used to include templates in other templates, as well as variables for the values of the styles CSS. PHP-like conditionals can also be used for displaying and hiding things based on permissions.

Man I absolutely hate php.
I have just come from IF and the structure is a lot different, and I am use to just dabbling with css and xhtml….the php throws me a bit. I take it people don't use photobucket around here then lol. Are you going via your host with everything then?

Any graphics I use for styles are hosted on my host, yes.
