Turn off Windows Firewall... Turn on Norton's Firewall. Norton should give a popup to allow your FTP program access to the outside world. Depending on your application you might have to run it as an administrator but I don't think that is the case here.
Other than that I can't think of anything as my FTP worked from the first bootup with Vista.

What FTP program are you using? I am currently using FileZilla and/or WinSCP to transfer files. Before Vista, I used SecureFX and it had major problems and continual crashes.

Try disabling both of your firewalls, then click on the start orb and in the search/run bar type
cmd /k ping mywebsite
Replace my website with your domain, what if anything does it say?

ok if i did it right it opened a page and this is what i got
Internet Explorer cannot display the webpage
Most likely causes:
<LI id=causeNotConnected>You are not connected to the Internet. <LI id=causeSiteProblem>The website is encountering problems.
There might be a typing error in the address.
What you can try:
res://ieframe.dll/bullet.png Diagnose Connection Problems (res://ieframe.dll/dnserror.htm#)
res://ieframe.dll/down.png (res://ieframe.dll/dnserror.htm#) More information (javascript:expandCollapse('infoBlockID', true);)

Empty your hosts file. Everything after the line with 127.0.0.1 localhost is not default.
c:\windows\system32\drivers\etc\hosts
Make sure your Firewall (if enabled) allows port 21 via UCP. Make sure both lines for FTP exist in your protocols file (same location as hosts above). They look like:
ftp-data 20/tcp #FTP, data
ftp 21/tcp #FTP. control
Make sure that your Internet Connection is set to LAN/WAN in the Internet Options control panel. Remove any dialup connections listed here.
WHM is on a non-standard HTTP port. You will need to make sure this port is allowed in your firewall software as well.

These are garbage. I would rather gouge my eyes out and use Windows 95.

Are you sure you disabled your firewall, and retryed??
Can you list all the firewall/antivirus software you have installed...
Try port 2082 none https: use http
http://server.servername.com:2082 <- WHM take you to cpanel?
Instead of
https://server.servername.com:2083 <- WHM
replacing server.servername.com with your address...
See if that works...
