ive upgraded from RC3 to RC4 and the only options i have in my admin cp are

PhotoPlog
VB Image Host
vBa CMPS

Try reuploading the files in your admincp folder.

Reupload the includes/xml/cpnav_vbulletin.xml file.

it was the includes/xml folder that was the problem thanks for the help.
