How do I report a bulletin that I believe to be in violation of the terms and conditions/is just bang out of order? I've had words with the owner of the bulletin but he doesn't listen to me about the abuse/ harassment from certain members. And I thought considering it's a vbulletin site surely I'll get an answer here and maybe some help. It's a 3.6.4 version.

On the front page there is the link. You may send only the link to the vBulletin installation (such as http://www.example.com/forums), or include some comments.
Remember, this is for piracy (illegal/stolen vBulletin installation). vBulletin.com is NOT responsible for any content or management of their customers. there is nothing they can do, and nothing they should do. They can only fight piracy.
Also, vBulletin does not host and of the forums, they only provide the software/tools.

I suspect they are breaking T&C's but where about's can I find the T&C's to make sure? Is harassment breaking the t&c's?

No it isn't. I cannot find a public version of the documents, but harassment from customers of vBulletin is not a violation.
vBulletin only provides the software, not the service. they cannot be held responsible for any actions of their clients.

We do not place any restrictions on sites as long as they are not violating the license agreement.
We cannot disallow sites based on contents unless it is against our license agreement.
