How do I set it so guests can post comments to blog entries?

Below is an image of my settings for my own blog, which it seems is set to allow guests to post comments.
However, when I use another browser to access my blog, there is no 'relpy' function visible.

I cannot find the setting in ACP to enable guest responses.

i also edited 'none registered' user group to allow responding, but no joy.

eta, nevermind - seems to be working now.
