If i set up a testvb forum, Can people go and view it? They can view it, but not register or post, is that ok?

No the only person that should be able to see it is you which it has to be password protected.

Set it to off in your settings, and password protect it with .htaccess

Let's be nice and amend that to you and your staff.
What's important is that the test-forum isn't accessible to the public at large. As long as you keep it password-protected it's okay that a select few who's working on it has the password.
