User-Title moderation.

I would like to let my members change their own user-titles, but, I would like them togo into a moderation queue to be approved by a moderator first.

Is there a feature in VBulletin which does this already? or if not, can it be easily implemented?

There is no feature currently for this. I am also unsure how easy it could be implemented. You should ask over at www.vbulletin.org (http://www.vbulletin.org).
