Visitor messages permission question

Hello,

I am using 3.7.0 RC1, i created a new usergroup called real users. When user registers it goes in Registered users, and if user has more than x posts, that user moves to real users section.

But the problem is, i don't have an option (even as an admin permissions) to send a visitor message to a user in registered usergroup. But i can send a visitor message to another user which is in real usergroup.

And i couldn't see an option for, can that group get visitor messages. So i don't know where is the permission problem

edit , i realized that user is disabled that option by hisself.

But as an administrator should we still have an option for sending visitor messages even it is disabled or will it be not ethic to do?
