How do I enable the Trash Can, I'm stumpted.

What Trash Can?

When a thread or post is soft-deleted, they are not moved to another forum. In order to see and manage these, you can visit the moderation section in your User CP if you have permission to do so.

Yeah. I want it so, when my moderators delete a thread, it'll be moved to another forum.

There is no feature to do this. You will need a custom plugin or something from www.vbulletin.org (http://www.vbulletin.org) to accomplish this.
