Is there a way to change the post time and date in the vBulletin blogs? I'm transferring my posts over from Blogger, and want to keep the same timestamps as the originals.

There is no built-in option to do that. You would need to manually edit the dateline fields in the database directly.

Sorry I'm a bit new to this, but where do I find the files to edit?

It's not files, it's the database. And I do not recommend doing this unless you are very familiar with modifying databases directly.

In the Publish Status field when posting a new blog entry select publish on. You can then enter the date and time that the blog entry will be published.
Example -> http://www.vbulletin.com/forum/blog.php?b=2088
