I purchased vbulletin owned license just now
i need to know is skins and mods included with the license?

What do you mean? You can download styles and mods from vBorg (http://www.vbulletin.org) now, yes (or make your own or from anywhere else that has styles and mods). Nothing comes "with" vBulletin though in terms of default or something.
