I was thinking of moving from IPB to vbulletin, and wanted to do know if its possible to transfer database from my ipb to vbulletin.

There is no charge to transfer the database there is the impex system available once you have purchased a licence.

One more question, is there a script or a way to implement forum with the website?
Ipb has the script called ipb SDK.

you can change the design from the forum or implement your website in to the forum, there are also login script available on vbulletin.org.
