I'm wanting to uninstall vbulletin from the initial domain name/ database I had planned on using it for, and re-install it on another database/domain name? Can I do this, as in, is it allowed?

Yes, you can change the location of your vBulletin forums just as long as you are only running one copy at a time.

Be sure to update the forum URL in the Members Area under 'License Options':
