I have a forum on buyitused.net which is currently disabled.

It is my friend's site and I help him with the tech stuff. He exceeded his shared mysql server's limit on 1and1 which is a small 100mb.

We are trying to prune posts, but the shared webserver and mysql cannot handle a single days pruning as some days had upward of 7k posts inserted by a crazy RSS feed. I am trying to move his site to my local server on my network and allocate enough resources to allow the mass pruning to work without running out of memory/etc.

I moved the database to my local server and the forum folder. The forum works and I adjusted the cookies to blank. I can login to the site, but when I goto admin it logs in successfully and enters a loop of showing me the login after redirect.

Has anyone experienced this or know what may be causing it?

Admin/Mod CP logins going round in circles is usually, from experience, because of incorrect cookie settings. It may be your browser or your vB settings.

Try your browser first as that's the easier solution. Clear all your cookies and do a full reload of your main page (Ctrl+F5), then try again.
