Where am I able to put custom backgroudns

say I wanted a Background image, could I put that in 1 cell in a table (so that it was a image, not a color in the cell)

can I add it to the edge of the webpage coming in from the sides?

what i really wanna know is if i put it in a cell, how can i make it look rite so it will work (loop in a sense, i dunno if thats the rite word) so when the cell is larger or smaller (higher/lower resolution) itll still fill the whole thing
