is there a way to make people on a subscription to have to log in to lets say a vip section everytime they come to the site ????

Admin CP > Forums & Moderators > Forum Manager > Edit Forum Access Options

This should do what you want.

No; that would require modification.

What it does do (from my understanding) is that they have to sign in once per session. Meaning after they aren't active on the site for a while, and they return to try and access the forum, they will be prompted for the password during that session.
